Abstract:
The Planning Department commissioned the Kai Tak Planning Review in July 2004 to prepare a new development scheme for the former airport site, under a "no reclamation" scenario. In view of the public concern on harbour-front developments and the community's aspiration for participation in the planning process, extensive public engagement programme has been conducted under this study.
The practice of "planning with the community" is demonstrated in this study. A 3-tier progressive approach of information dissemination, consultation and involvement has been adopted to build up partnership with the public in the pursuit of a shared vision and in realizing the community's desire for a quality living, working and leisure environment in the Kai Tak site.
After three rounds of public engagement programme, the study has developed the "shared" vision of a "Distinguished, Vibrant, Attractive and People-oriented Kai Tak by Victoria Harbour" and "desired" land-use proposals incorporating the major development components of cruise terminal, multi-purpose stadium complex, Metro Park, etc.

About the Speaker:
Mr Kelvin Chan graduated from the University of Toronto, specializing in geography and urban studies and received his master's degree in town planning from the University College London. He has practiced town planning for over 20 years with the Planning Department and is currently a team member of the Kai Tak project.
