I thought the issue was well known with so many articles written on the subject across a wide timespan. If you search Google by "公屋富戶", here is what you'll see. A few picks by me:

However, perhaps seeing is believing. Below are shots that I took at the car park of Model Housing Estate (map) on 2013 Dec 31. I was told that these cars were parked in the tenants-only section.
