天水圍:悲情城市的真相
天水圍一向被標籤為「悲情城市」,社會輿論一向視其為自殺、婚外情及綜緩領取者的集中營。很多人將此情況歸咎於市區規劃的失誤,認為欠缺足夠的社區支援設施是天水圍問題的主因。鄧永城博士認為這一切都只是表象。
從歷史地理學的角度,新市鎮問題的根源,是香港自七十年代中開始建立的地產王國。市區規劃只不過是資金、政府及空間交相糾結過程中的一環。將矛盾指向市區規劃不但將政治非政治化,更將規劃非政治化,而我們離問題的核心亦愈來愈遠,真正改變現狀的方案亦不可能產生。

The City of Sorrow: Misconceptions and Reality of Tin Shui Wai
Tin Shui Wai has been labeled ‘The City of Sorrow’– a place with a high concentration of suicide cases, extra-marital relations, social welfare recipients, etc. Many criticize town planning for not providing sufficient infrastructures for TSW residents and, in turn, aggravating their social exclusion (“the malfunctioning argument”). Our speaker, Dr. Tang Wing Shing, will argue from a spatial perspective that the malfunctioning argument has erroneously treated the appearance as the reality.
Having examined the historical geography of the new town, it identifies the root causes of social exclusion with the gradual formation of the land development regime in Hong Kong since the mid-1970s, which was itself propelled by the property industry. It was not town planning per se that had caused all the observable problems in TSW; it was capital, state, and space that counted. Accordingly, the malfunctioning argument has in fact committed the problem of, firstly, de-politicizing politics and, secondly, de-politicizing planning. Such a misunderstanding merely confuses the issue and discussion and, in the end, hinders the nurturing of urban alternatives in the city.
